Re|Shaping Policies for Creativity 2026

Background

The Re|Shaping Policies for Creativity series monitors the implementation of the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions within the cultural and creative industries.

Published in 2015, 2018, and 2022, the Re|Shaping Policies for Creativity report series is a key monitoring and advocacy tool for the implementation of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions.

Since its inception, the series has been supported by the Swedish Government and the Swedish International Development Cooperation Agency, through the UNESCO-SIDA programme ‘Re|Shaping Policies for Creativity and Artistic Freedom’.

Methodology

The data in the Report was taken from 133 reports submitted by 121 Parties (120 states and the European Union) that have ratified the 2005 Convention. A total of 3,908 policies and measures from these countries were analysed in the Report.
